But the borg were scattered throughout the whole galaxy. That may be the problem that some people have with Voyager, that they had the same arch nemesis as TNG crew. By season 4 Janeway was hell-bent on the destruction of the borg queen and often sought out conflict with her

But TNG established the Borg were in the Delta Quadrent. Janeway at times got too "Moby Dick" about the Borg.

Voyager would have been a bit better if they focused more on what their true enemy was, their isolation. More episodes dealing with basic survival, how do you fix your ship when you are on your own in deep space? Food, energy, things like that. Tension between the two crews, more stuff like that. Should have been a little darker in my opinion.

Mind you, to be fair, even Brannon Braga says that was a terrible idea and episode
