Default Did VOYAGER's crew have an ArchNemesis?

For TNG, we know they had Q and Borg.
DS9 had Cardassians (Season 1-3), then the Dominion (Seasons 4-7)
ENTERPRISE had Suliban (Seasons 1-2), Xindi (Season 3).
But what about VOYAGER? Kayzon (Seasons 1-2), then?

After season 3 it was definitely the Borg. Maybe under a different captain, they would not have had the same problem but Janeway had an axe to grind with the Borg Queen and she never quite forgave the borg for assimilating Seven even though she never knew Seven as a child.

You could possible also include the Vidiians and the Hirogen but they only were in a few episodes each.

At times it seemed as if the whole bloody Delta Quadrant was the Voyager's archenemy...

...either that or UPN.

I think Janeway's hair was a major nemesis in the first three seasons. Thank heavens they let her get it cut

As all these species have different motivations, Q for example is more a nuisance than an enemy and although he hides his curiosity for humans and his desire to bring Picard to the next level fairly well, one could easily claim that he is an unusual friend of humankind.

The Xindi consisted of four species with different goals and the Suliban did collaborate with Archer in the last two-parter they appeared in.

The Cardassians, the Dominion, the Klingons and the Romulans are conventional territorial enemies (I like to forget the Klingons light aka Kazon) and the Romulans might be the closest thing to something like an archenemy of the Federation.
The Earth-Romulan war is long ago, but it seems to have been very bloody and as it lead to the foundation of the UFP, it is probably quite present in historical education. Furthermore the Romulans are the enemy without a face who lurks in the dark, that can be quite frightening.

We all know who the Federation's enemies are, but within that spectrum and beyond it, specific Captains, crews, or series have mortal enemies, or recurring villians, or an arch-nemesis. Sometimes it changes, as the case with DS9 demonstrates. For TNG, the Captain's arch-nemesis was his crew's. Again, I think these have to be unique villians to a particular crew so the cited examples of Suliban and Dominion. I think Janeway is on the right track inciting the Hirogen and Vedeans as these were unique to VOYAGER. I have a problem accepting the Borg as VOYAGER's archenemy because they were already the archenemy of the TNG crew.

VOY suffered from the simple problem that they had to move on and the only enemy which would believably encompass territories streched out over thousands of lightyears (how did the Kazon, just slightly brighter than Pakleds, ever conquer such large territories ?) are the Borg.
The Vidiians, Hirogen and the Malon (the Vaadwaur should have been used more than once IMO) were interesting but due to the dynamics it was harder to establish conventional enemies like the Dominion, the Borg or the Romulans who threaten to conquer the Federation. The stakes were simply not high enough with just one ship threatened.
