Rick was there from day one to make sure GR did not repeat TMP problems and budget. Rick took over after GR's health failed. Saquist- GR getting over-ruled...lol...good one...

Yep, Berman was sent by the studio initially to keep things (namely Roddenberry) in check. But I think he really started to take over as showrunner during TNG's third season. By the show's fourth season, Roddenberry's visits to the set started to become fewer and fewer...

Well by the 4th season GR was as good as dead, he was immobile, and not cognizant most of the time.

He may not have known exactly what the show was all about, but he gave them "the word" (as Kirk said in Star Trek III) to continue the franchise forward... Agreed. But GR himself had hoped Trek would go on and one day be unrecognizable as what it started as.
