I guess the simple answer is that if he were written out completely would it have hurt or helped the story.

Niether; he was merely a character for Pegg to play off of; something to undermine his authority, and provide us with little humourous blips here and there.

It wouldn't have hurt the story at all but he was quite funny and Simon Pegg made him even funnier. You need a bit of humour.

I was just thinking. Isn't Keenser a genius, or clever, if he was able to figure out how to transport from DV to Enterprise without Scotty's help? And without ending up in a water tube?
