Emphasis on "practically" because let's not forget that James T. Kirk Prime is dead in canon. I'm guessing you're just talking about the people of Starfleet that haven't died, because many villians have died in Star Trek.

Yeah I'm talking about the main characters, the 'bridge crew' so to speak of any of the series/movies. Anytime they kill off a crew member permanently they just bring in a throwaway character such as Lt. Hawk. We get about half the movie to get to know them and then they get clobbered, whereas a main always comes back one way or another. They set out to kill Kirk in Generations so that's a little different but he still came back non canon. As you pointed out it hasn't been done to any of the villains*, I guess they don't get that luxury and I'm glad.



*Lore is a little different, he's like The Six Million Dollar Man, you can rebuild him. He was simply reassembled from his existing parts.

perhaps it's not data but an upgraded b4. perhaps b4's existence is so classified (for whatever reason) that they just call him data

i mean, data had all those colonist memories/journals in him, but he wasn't a colonist

quick question: what happened to lore (also what was the last episode with him)?

Also as noted here: Duh! It's no secret. Data downloaded all of his programming and personal experiences into B-4 in hopes that it would be a boost to his systems to upgrade him allow him to function on the same level as Data, in the movie Nemesis.
What transpired should be fairly simple to follow, the download was so extensive that it took much time to process all of the "data" until finally B-4 became Data.

No, it just stupid. The crew of the Enterprise would all know what happened. When you have 1200 crew members who all know of the loss of Data the scuttlebutt will get out. Swear them to secrecy, and some one will let it slip every time.
Besides why shroud it in mystery. It's not like Data uncovered some deep dark secret that will forever change the nature of the universe.
