I don't think so. I just checked at Trek Core and it supports me. Scotty wasn't in dress uniform in that episode....I believe the first time we saw it was, in fact, Wrath of Khan.

No, he wore it in a TOS episode as part of his uniform (but am sure it wasn't dress uniform though.) I want to say it was a 3rd season episode...man this is gonna bug me...

I think the problem doesn't lie with the skirt. I wouldn't have a problem with the women in the new movie wearing a skirt, so long as it's not a mini. THAT is the problem. While there are skirts in the army (worn as dress uniforms), there are no mini-skirts. And from what I've read of Damon Lindelof's latest interview with Trekmovie, I don't think there will be any in the movie either:

"(...) we are making this movie in 2008 and so fundamentally when you think about what does Trek look like and what does it feel like, especially The Original Series, this is going to be an entirely different animal."

I think anyone who was hoping that JJ was going to keep the 60's look in any way will be sorely disappointed...

I'm glad that I'm not one of them.... I support the use of a skirt, but not a mini skirt

Well in the movies they did show that the new uniforms gave women the option of wearing trousers or a short skirt with the red uniform tunic... So why not keep it that way with the new movie as well....

No in the TOS movies outside of Uhura's skirt in 3, women wore pants.

TNG first season, man and women could wear the skirt.

I think it should be up to the woman in question, and man for that matter. It's the 23rd century. Starfleet should have skirt and pants as uniform options for women and men. They should show both in the movie. And Scotty should some times where the skirt as it's not too far from a kilt! In that respect, Scotty's skirt/kilt would be similar to Worf's sash in TNG, both are a nod to their heritage.
