Because being "All Powerful, All Knowing" is boring and torture is something mildly interesting to do if you have psychopathic tendencies?

I think Q doesn't torture the Enterprise Crew because it is so much fun or because he is so bad, but to teach his "pets" something about the universe.

For some other races mankind just is like a white mouse for mankind.

The powerful all knowings see mankind as primitive animals. Some of them care about these animals, some of them don't.

It's definitely a recurring theme in TOS and it happens in Next Gen with some regularity (the episode where Picard and a supposed cadet are held captive with two others....because some super alien species lacks a certain emotion and wants to see it in action jumps to mind).
