And by that definition, neither is it official that there's going to be a Star Trek XII because it isn't on the official Paramount website. The BBC hasn't made an official announcement because they haven't worked out all the details (how long a series or even when it will air), but a fourth series is in the works.
And no one, including the reps, is going around saying that there
isn't going to be a fourth series of Torchwood, but that there
will be. Whether or not you want to believe them is up to you, but there really isn't any reason for anyone to lie about it.

No, what RTD has done is keep quiet about the
details of what a fourth series would be, but cautioned that it will likely be a very different Torchwood set up than in previous series.

It even hired a producer to explore possibilities for that fourth season (further than Torchwood has gotten so far) but still RH got cancelled after season 3. Now I do think Torchwood will continue in some fashion but it's the BBC anything could still happen. Including nothing at all.
