Seriously who would have trouble battling a 20 year old clone of themselves? You cannot put experience on young shoulders.
On the other hand the story of Picard versus an Evil Kirk could have been fantastic.

You don´t need Kirk. IMO it would have been perfect if Patrick Stewart had played Shinzon as well. This whole "i'm a mirror of you and you would have done exactly the same in my situation" thing would have been much more convincing.

That would have been interesting, but it would not have the same effect as battling the evil version of yourself. In fact, having an evil Kirk clone vs. Picard, unfortunately, would reek of fanboy as well.

It would have reeked of fanboy but it would have made money for that reason. At that stage of the game that is how they should have played it.

If you wanted to stay within the TNG era you could have used a cloned Riker, Sisko or Janeway.

Alternately, you could have dropped the whole Reman storyline altogether and use a cloned younger version of Spock who engineers a military coup to become Praetor.
