usually, in those situations, the real reasons lie in hidden back-room meetings betwixt world leaders.

quick, can anyone tell me why stalin was all buddy-buddy with FDR one minute, and the next we're at war (cold war, shadow wars and puppet wars, but war nonetheless)?

Stalin only trusted Hitler, hence the Hitler-Stalin pact, when that trust was broken with Germany invading Russia, he turned to the U.S., his great "captialist" enemy. He had no choice.

Pfffft, it's those hippies' fault for not knowing how to run a military organization in the first place. Half the time when people bollocks regulations in any Trek series they get off with a wink and a nod from their commanding officer. What did they expect to happen?

No legitimate claim unless Romulus is part of Federation. It's no different that you ask for help (e.g., borrow money from a friend, or a prospective investor for funding) but not receiving it. Unless there is legal agreement, it's just wrongly perceived personal grudge. In this case, it's like Khan, blown out of porportion. And then blown up to make it a cause.

The explosion of Praxis opened the door for Gorkon, with the aid of Spock, to help bring what became the alliance. The Federation is at heart, a humanitarian organization, when it suits them....lol.
