Stalin only trusted Hitler, hence the Hitler-Stalin pact, when that trust was broken with Germany invading Russia, he turned to the U.S., his great "captialist" enemy. He had no choice.

No legitimate claim unless Romulus is part of Federation. It's no different that you ask for help (e.g., borrow money from a friend, or a prospective investor for funding) but not receiving it. Unless there is legal agreement, it's just wrongly perceived personal grudge. In this case, it's like Khan, blown out of porportion. And then blown up to make it a cause.
