Based on what Spock prime said I don't think so, but in this parallel universe I don't know for absolute certainly.

Well one could argue that the Federation put worlds into a postion where they have to join of face another race who is worse. One could argue that Starfleet does more damage than good in first contact situation, I could site numerous TOS episodes where Kirk blatantly violated the Prime Directive and imposed his own morality to another species.

Well pointed out - more than once, Kirk steams in and tells another planet what to do, how to run their future, how to think and behave.

Apparently, said imposition of human values on societies which never asked for them could be considered a trait of TOS.

Well guys, it is an American made show. Thanks for all the points. But thunking further, the Federation, and Starfleet, have a long history of disregaurding, and outright violating it's own rules, starting with Archer and the earth Starfleet, through Kirk, Picard, Janeway, Sulu, Sisko. I could go on and on.

Obviously the Prime Directive only applies to a certain level - then it's 'here we come, here's how to do it!'
