You'd figure that the story writers (one of which was Brent Spiner) would have had the thought to make B-4 Lore instead. Heck, John Logan claimed that he was a big Trekkie, why didn't he suggest Lore? The whole movie is odd and isn't necessarily a great example of continuity.

Logan was probably too busy studying TWOK and how to copy it for that to occur.

I doubt that they did not play with the idea to "resurrect" Data's evil brother before they came up with the idea of Data's dumb brother. Those two adjectives should have helped to make a better decision, but their rationale was probably that a reassembled Lore might feel contrived. He still would have better fitted into the scheme of Data&Picard vs. their evil selves Lore&Shinzon.

Hmm. I didn't mind it not being Lore at the time, but now that I think about it- that would have had so many more possibilities.

They gave a damn about First Contact. If the quality of that film could've been the rule rather than the (insanely extreme) exception...

Actually, the cinema audience in addition to the TV audience didn't give a damn about Trek in general at that point...

I think that is true. Data having his nemesis in Lore, along with Picard, with his nemesis in Shinzon/(young Picard), and to an extent Riker and the Viceroy... would have carried the them across the movie.
But to me, Nemesis was just a litany of missed opportunities, Geordi did nothing in the movie, he should at least have got the 'absent friends' speech at the end, not to mention some real 'engineering work' instead of throwing his hands up and saying the ships banjaxed and theres nothing he can do!!!!

What could have been done with Lore? Easy, some idiot scientist thinks he can control Lore and study him to make more androids. Obviously things go wrong and he escapes. Clever and cunning as always he makes his way to Romulus, impersonating Data maybe, could even have teamed up with Spock before masterminding a coup...hell he could even have been behind the cloning of Picard..
Could have drawn Worfs story in there somewhere too, ie, come face to face with the Romulan conspirators that plotted the Khitomer massacre with the Duras's. Well you get my drift....
The character could have been more involved in the story rather than just Data and Picard.
