I thought they were buildings on the horizon in my first viewing. The second time I realized they were the shipyards where the Enterprise was being built.

Are you sure? I suppose so since they were in the scene when Kirk was on his bike on the way there. And now that I think about it, they would be pretty odd shaped buildings.

I think your first instinct is correct; I think that they are gigantic buildings. Maybe part of the shipyards, but they were much bigger than any shipyard could be.

Agreed. I think they're buildings at the shipyards but not the only things that comprise the shipyards.
