The speaker part makes sense - it would've been nearly impossible for Kirk to hear his order to 'pull over' while travelling over 90 in a roofless car...

The Federation has basically replaced all governments, hasn't it? It's a united Earth under the Federation's basic aegis. Or maybe not. I'm unclear on that.

It's so cool to see Iowa in the 23d Century. I would have liked to see more of those gigant-o buildings on the horizon. I mean, they are like fifty times the volume of our present-day skyscrapers, and five times as tall, probably.
