I agree with Zardoz


Why not go...both ways, since klingons would presumably not inocculate everyone since the virus diddent get anywhere futher afterwards.
Distant colonies near the federation border = no ridges
coloinies closer to kronos and kronos = ridges
They just isolated those klingons and since...logically they were closer to the federation they sent them to "greet" kirk.

If nothing else, showing both varieties would diffuse the "controversy" of showing only one or the other without an accompanying blurb of exposition.
