was a good villian in voyager, but he also played the Federation President in St VI: UDC

Gul Dukat I thought was a pretty good villian. Also, I liked Chang and Khan.

When Q sent the Enterprise to meet the Borg for the first time, several crewmen died and Picard blamed Q for their deaths. Not sure if that counts or not.

Quite frankly I think Q did the whole Federation a favor when he introduced the Enterprise to the Borg. If he hadn't, the invasion of 2366-67 would have gone very differently IMO. I think humanity's ignorance (Star Trek IV's villain) is the worst. The probe comes closer than any other villain in Star Trek to actually destroying Earth, and it wouldn't have happened if mankind hadn't wiped a species off the planet
