I suggest you look at more of the recent, on-set production photos for a better look at Quinto's... look as a Vulcan.
Wasn't there also an issue because some of the magazine shots were taken well after filming and he'd already grown his hair and eyebrows back? As a result, there are a number of pictures with crappy wigs and eyebrows that don't look quite right.

Exactly. That's the important distinction for the original poster to realize: how he looks on that magazine cover is not necessarily how he looks in the film.

Any Vulcan. Generic Vulcan.
As a generic human. No.

Personally, I think Quinto makes a great Vulcan.

However, I think Spock looks funny.
I realize it is not Leonard Nimoy playing the young version,
and I don't mean he looks funny because he doesn't look
like Leonard Nimoy.
I have seen other Vulcans in the TV series', in the movies, and yet
this guy looks funny, as a Vulcan.
Did they do that to make the point that he's half-Vulcan?
Maybe it is because his face looks too smooth.
I can't put my finger on it.

Does anyone agree?
Forgive them alot of the members here are walking zombies when it comes to star Trek so they're not going to see what you see. But yes you are correct...they caked on the make on Quinto for some reason more than anyone else. I noticed IMMEDIATELY the difference between him and every one else.

Is this all about that one single magazine cover from months back? He doesn't look anything like that in the film itself. That image was a weird one, to be sure, but it must have been worked on.

Do you ever get a nosebleed up there on your lofty perch?

Not even metaphoricaly, Kevin.
I have observed that a great number of members on the site have a great disparity of clarity when it comes to Star Trek. You are merely observing my lack of bias to the franchise. Zachery's makup even on film gives his skin a perfect appearence. It seems very few other humans are wearing as much. (not as much as in that picture), I think they did this to emphaize his foreign appearance. The same was done with the Romulans in DS9 and VOY.

Everyone noticed how artificial he appeared in that photoshoot, and commented on it at the time. It's not a match for how he appears in the trailers and other photos.

However, they all managed it without sending a general insult to the members of the forum.
