If I remember the translation, it's : To exist, to exist not.

This was done because Marc Okrand decided to be curmudgeonly, and not have anything meaning "To be" in the Klingon language or dictionary....and then Star Trek VI comes along and turns all that upside down. LOL!


be' is a negative, a sort of undoer word..... thus not.
