It's an idiom, though I'm not sure of its origin: Double Dog Dare

1. To up the ante when daring someone to do something.

2. The ultimate of dares, one that you cannot refuse.

Same here. From what I've read it is not as Dallas-like as people have claimed but still very dramatic and much less action than BSG. Certainly a different direction but in a good way.
