Can't say much about the international marketing, but certainly the worldwide premiere journey should be highlighting the film to several key overseas markets. I imagine their will be a push now we're in the final couple weeks.
Another problem is with Watchmen is name recognition, IMO. Everyone I knew, myself included, had no idea what the heck Watchmen even was until about three weeks out. I'm like, "Who are these superheroes and why should I care?" and I like to pride myself on at least vaguely knowing about most superheroes. No clue who these folks were or where they came from until I looked it up on Wikipedia.
