As I said in another thread, I don't think it's actually main engineering. Theres no engineers.

I reckon it's either scottys place on the ice planet, or if it is on the ship, some sort of water treatment/recycling center. If it's the latter, it would explain the lack of officers and manual valves.

possible spoilers if trek movie is right..........

when kirk and scotty beam back to the ship, why would they beam to main engineering where they'll be arrested straight away. Makes more sence to go to a less populated section of the ship.

I was thinking about that. If it takes place after Kirk was sent off the ship, he may be trying to sneak back on to a place not usually staffed.
