No, but he can travel back to the parallel universe he came from.
The same way Kirk and Uhura returned from the Mirror Universe in the TOS episode Mirror, Mirror.

The parallel timeline is established at a certain point. One timeline seperates in two timelines (universes). Both timelines run into the future untill Armageddon.

So he can go to any point after the creation of a new parallel, but not before it?

He didn't come from a parallel universe. He travelled back in time from his own altered timeline into a changed past.

Yes he can. He is Spock! No, seriously, he can. Traveling back in time creates a new parallel universe. The first timetraveler arriving can claim the whole universe he just created his own... muahahahahrhar!

May be there is a stock market for newly created parallel universes. Change universe starting from the 25th 1999 against parallel universe starting 24th 1999. Anyone?
