You know Trek before has done a bad job at developing their bad guys....I hope this is different with Nero.... We need something on the level of the Joker. (Heath ledger style)

Khan was the closes we've gotten. Trek's best villian. (movie)

I think one should not take Collins too literal on that. I doubt they are space pirates who just fly around and rob ships, all I would take from that is that they are not on an official mission. Perhaps renegade might turn out to be the better description than pirate for them.
Eric Bana is a fine actor, but I doubt he has ability to convey a villain like Ledger or own the screen like Montalban. And as Bana said that his role was cameo-size, we should not expect something like with Khan or the Joker but perhaps more indirectly, in the shadows ... or in short Romulan.

True, If i remember Khan was not a Big part of TWOK, the movie had a lot of interpersonal stuff that made it good. Khan was a like supporting role IMO Besides Romulans are not the bluffing buffoon types of Pirates Of the Carribean, more menacing and deadly.

I think he means
A. Nero and gang get thrown out of the military
B. They happen to find the Narada
C. Nero is the son of the Romulan Commander of the "Enterprise Incident" so he wants to kill Kirk before he was born

Too simplistic??

Did we see the same STII? It seemed to me that Khan was a VERY big part of it not only impact but in screen time...

Someone named Cole Fritch is listed as a Klingon Prison Guard. The odd thing is that he appears to be a child in his IMDb profile:
