The cop is obviously using the same kind of voice projection hardware that allowed "V" to speak loudly, clearly, and uninhibited in any way through a metal mask with no mouth hole.

Perhaps we are being too 20th century, you dont need bulky helmets, it might be a wafer thin helmet with the strength of body armor. Back in the 21rst century check the Dragon skin armor being released soon, it takes a grenade to the chest!!!

I think the policeman may end up being a robot. I don't base this on the physical appearence. I base this on....who wants to be cop in the future? We already have a hard time finding enough people to fill open positions now of days and it probably gets harder in the future. (Too many people wanting to join that pesky Starfleet and "see the stars"!). So creating robot cops would be a way to fill the void!!!

This has also been worded as, all things being equal, the simplest solution is the correct one.

It's not a robot for all of the reasons stated, and overthinking it and bringing up irrelevant facts that have no merit or evidence won't get you any closer to an answer.

So let's look at the facts.

They are on a dirt road
The police officer is wearing a mask with filters
The police officer is riding a bike-type vehicle
The police officer's uniform is consistent with the style of uniform (the flare at the hips) worn by some officers who ride motorcycles and even some who ride horses (RCMP, for example).

The filters on the mask would imply that someone biological, who would greatly benefit from breathing air that was filtered after racing down a dirt road, is behind the mask.

What did the police officer do when he stepped off the bike? He lifted the visor. Also, the movements of his body are not consistent with 23rd century early model androids, if such things even existed on Earth at that time.

The simplest solution, based on the evidence present, rule out an android.

This is also a movie. In classic movie tradition, the person behind the mask may be meant for a surprise. Or it may be exactly as it appears, a scene to show the recklessness nature of a young James Kirk.
