Nowadays, cops wear sunglasses to hide their eyes and appear more authoritative. Why not a full face plate with a voice changer thingy? I didn't even once think the cop wasn't a human.

It was my understanding that all the Androids seen prior to TNG were of alien origin and not designed by Humans.

Some throwback to the post atomic horror armor clad soldiers. Human not robot than it reminds me of the drugged out soldiers (encounter at far point).

Wow, am I the only one who was convinced that it was a robot? Maybe one with more simple programming geared towards law-enforcement? Oh wait...

I guess that's a better idea than I had for doing a crossover comicbook featuring TNG crew with Superman vs. Cyborg Superman and the Borg...added bonus Q mixing the plot up.

Theories?
Could be a real person inside full body armor with an augmented-reality display. On the other hand, that would be unnecessary and it doesn't look like there's enough bulk around the face to suggest that it's someone wearing something. Hard to tell, really.

Very unlikely. Mudd was a smuggler and con man, not a cyberneticist. The planet full of androids he was seen with, those machines were found by him, not built by him.

Could it be some kind of Federation solder patrolling the future ship yard on a hover bike.
