I'm sure it belongs to someone collecting antiques, but it's not some dusty museum piece since the car appears to have 'current' plate registrations for Iowa. I'm guessing it's driver likes to take the Vette out on the road every now and then... and that the owner is not a 13 year-old boy.

Since I've been looking at dates, another interesting point is that if Kirk is 13 when in the car, that's 2246, the same year of Tarses IV. If he and his family came back to Earth after witnessing that, added to the abusiveness of an uncle, then maybe young Kirk has some anger and emotional traumas to work out via the Vette?
