If Rura Penthe was a Klingon penal colony, why would Scotty be there in the first place? For having a transporter accident? It doesn't sound right. I think it's just another icy planet within the Federation.

Maybe Scotty is stationed on Andoria. It is a ice Planet/Moon.

Noting it's the same planet Spock boots Kirk to, I don't think Andoria... Too populated, but Rura Penthe is harsh even for Spock....

He does the equivalent of making Kirk walk the plank. He makes him get into an escape pod and then shoots him to an icy planet?

Is it possible we read into this wrong? Maybe Kirk leaves the ship in the pod to escape being thrown in a brig. That would make more sense.

Sounds like Pike puts Kirk in the chain of command, but when Spock is left in command, Spock's problem is he actually has no grounds to throw Kirk in the brig. So he finds an excuse to place him on detached duty and thus safely out of Spock's way....
