That looks like Future Spock standing there to me.
Which could in and of itself be strange. Because isn't Old-Spock telling Kirk to piss Young-Spock off so he can take command of the Enterprise?

And if so...doesn't that make Old-Spock Michael Vick.....watching a dogfight of himself vs. kirk.

And if so...should we prosecute?

A bit to blurry for me to make out anything. Could be a Vulcan, though who knows until it comes out. Doubt it would be Spock.

Compare This blurred individuals cloths to the ones Sarek is wearing in the shot of Sarek on the rocks behind Spock and Amanda during the attack on Vulcan

Maybe Old Spock is there to keep young Spock from killing Kirk. If it is Sarek, well, that would be quite a problem for young Spock. But obviously this is something old-Spock wants to happen. Maybe this is even the point of Spock's return to the past. To force young Spock to break away from his father and commit himself to the Federation.
