Personally, I think it's not gaffer's tape... it's 23rd century duct tape, which Scotty uses to repair the warp core, the matter/antimatter balance and every other thing which breaks on the ship. The only way the 23rd could improve on duct tape was the color, which now matches the white walls.

I think it's supposed to be there... after all, as we all know, there has been a conspicuous lack of seat belts on those chairs...

I dont think that they will use that shot in the movie on the account that there is guy taking a leak in a bucket in the back.

Note that this scene was removed in the new version (with Nimoy). So it could really be a mistake!

I bet that those are joysticks for standing and controling the ship. But why would you stand? Sitting seems a hard angle for those.
And somehow, I bet that tape is loooooong gone by the movie. Now THATS a keen eye.
