Ok, I'm going out on a limb here and say that it is a roll of gaffer tape that no one noticed until after the scene was shot. Someone probably suggested using the junk footage in the trailer so all of us geeks could have something to talk about for the next 6 months.

I agree, it's a roll of tape. I looked at the other 2 shots of the helm, and that area does not have anything there.
One the other hand, perhaps that is a prop that in the scene on of the characters lays there....either way, this is the only shot that has it there.
