one name: O'Brien (was just chief petty officer ur something) end he held the position of chief of operations, thus was part of the sr. staff!

You need to check your history slick... while not a common occurance in the current military structure, it was VERY common during wartime, especially during WWII. Battlefield promotions are a reality.

The ST universe does not mesh with current military traditions (if you can call them that). Actually, there is greater common ground for the era of Horatio Hornblower (a basis for James Kirk) and the naval traditions of the 16th through 18th centuries, when ship captains were the "masters" of their vessles. That would be the root tradition of granting Kim a field promotion to Kim. If Captain Baldy (picard) can make Wes Crusher an acting ensign and allow him to helm the Ent-D, Janeway would have the exact same authority with an actual academy grad.

This is slightly off topic and possibly a stupid question, but how did B'Elanna Torres become a Lieutenant straight away when she was chucked out of Starfleet Academy? I'm comparing her sudden rise in rank to Chief O'Brien,who presumably went to the academy and is only a chief petty officer despite being chief engineer on a big space station. Seems unfair to me!

I can't help thinking that Harry Kim was more Janeway's type than a hologram from Fair Haven. On the other hand, Harry would have died of fright at the very idea!
