Post Who is your favorite Star Trek: TOS villain? (Khan doesn't count!)

This seemed like an interesting subject to me. You cannot put movie villains (like Khan)! You must think of the villians from the TV show.

Mark Lenard's Romulan Commander in "Balance of Terror" is a good one, if not a highly theatrical part (as opposed to Trelaine, who is a very theatrical character but perhaps not the strongest villain).

Khan was a villain in the TV series. See 'Space Seed' I choose him, but my second choice would be The Romulan Commander from 'The Balance of Terror'

Mudd should count. He's the only TOS villain that appeared in two episodes.
