For sure the Borg would have had a hard time assimilating in Kirk's time when the Alpha Quadrant was full of non-corporeal and silicon-based aliens
By the way, are the Metrons non-corporeal and just choose their physical representation like the Q? Never got it but for sure they are too powerful for the Borg.
