Yep. Unlike all other Federation starships in which decks are listed from top to bottom, there the deck listing was from bottom to top like that of an office or retail building.

Apparently, it seems as if it was Shatner who insisted that there were more than 70 decks on the Enterprise despite being told differently by members of the Star Trek V art department (which included members of the TNG art department, such as technical advisors Rick Sternbach and Mike Okuda).

We're definitely going to have ignore that 78 deck stuff there or try to explain it away as something else...

I also like how they kept those colorful bars seen here as well as Star Trek VI. The bars with the numbers on them really set them apart from the Picard-era. In addition, they did a wonderful job with the allusion that this is a never-ending corridor of tubes and wires.

Dr Taylor, yes if i remember they zoomed past deck 30-something once again after they passed deck 50. I think they dropped something (their dignity) and had to go back and get it.

Question Engine Room?

I have no idea what this room was, but I suspect it was part of Engineering and that he was peering at the warp core. Who knows. If you go back and watch that scene, you can hear a hum and see some flashing. So, I guess that was a teaser of the warp core itself.
