I don't think anybody could force him and I don't know how he would choose to leave?
Maybe they wanted to parade him around a figurehead to get people to join?

Maybe after the Kitomer accords, they didn't want him out there with his "Cowboy Diplomacy" in the new era?

Maybe Starfleet gave him no choice but to quit?

From what I have read, only months had passed between 6 and gen., so there wasn't a lot of time for him to do anything, he got to the enterprise-b before he had a chance to do anything.

He just retired from Starfleet and kept busy. Remember when the reporter asked him on the Enterprise-B what he has been doing since he retired?

But doing what? Gardening? Starting A Harem? Collecting Stamps? Consulting? Prostitution (Had to include that one since Shatner played one in Impulse.)?

So he wouldn't start "Kirk's Escort Service"

Where the motto is...

"A gal in every Port, because I'm The CAPTAIN!"

I'm sure Star Fleet would have wanted Kirk to become an Admiral again, especially to help clean up the mud of Admiral Cartwright's involvement in the conspiracy. But it is obvious they would never have given him a ship command again. And Kirk had gone through the hell of his Admiralcy twice before. I think Decommissioning the Enterprise-A might have been part of the strategy to force him into the Admiralty. Push came to shove and Kirk told them to shove it.
