Quark was outside the mainstream of Ferengi society being on DS9.
Traditionally we only saw the cloth on the back of the head on military/privateer Ferengi.

Quark wasn't the only one. Moogie, Gand Nagus Zeck, Brunt, and some of the bar staff in Bar Association, and the female waiter pretending to be a male that occumpanied Quark to get Tuleberry wine, all didn't wear head bands.

And Nilva (the chairman of Slug-o-cola) didn't have one either. Not sure about Gaila - perhaps someone can remind me or I'll just watch "Business as Usual" again.

I think with females it wasn't their kind of thing to wear. But you are right Pel didn't wear one even when she was in disguise. I wish she had stayed around because then we wouldn't have been subjected to Quark's cross dressing scenes OMG those were so creepy and just... WRONG.
