Unfortunately, Scott Bakula has far too much charisima, and is actually well spoken and intelligent. As such, he is overqualified.

I'm thinking maybe one of the actors who played the Pakleds, with an Oscar level makeup job. Then we digitally clone the evil old guy actor from "It's a Wonderful Life" (Mr. Potter) to play Cheaney.

I don't think Bush deserves to be portrayed in a movie.

A killer documentary exposing his madness and poor decisions would suffice.

Not Michael Moore, because he's too polarising. But perhaps Nick Broomfield could do it.

Well, I think it misses the point to say Bakula has too much charisma...Charisma is almost the most important characteristic Bush has. That's really one of the big things that got him elected: he's likeable. Oh, sure, now his image is tarnished by all the lies about the various wars he wants to fight and stuff....but originally, it was the fact that Gore was robotic while Bush seemed like a guy you could invite in for a beer that made the difference.
