I don't think that holds true "ALWAYS", given this list of estimated budgets for a mix of CG animated, hand-animated and 'green screen' films from recent years:

BEOWULF (CG): $150 million
TREASURE PLANET (A): $140 million
HOME ON THE RANGE (A): $110 million
SPEED RACER (GS): $100 million
ICE AGE 2 -THE MELTDOWN (CG): $80 million
SIN CITY (GS): $40 million

Quality traditional animation can be terribly labor-intensive and thus expensive, and computer animation isn't cheap either. But given how 'cheap' it was to make SIN CITY in the list above, there is apparently just as much variation in production cost as other ways. Green doesn't seem automatically more expensive than other techniques for any reason... it's just as expensive as how the filmmakers want it to be as they use it.

FYI "Speed Racer" came in on Week #2 with $7.6 mill with a total of $29.8 mill.

I nominate it as the first epic turkey of the summer.
