Our admin for the site in the link uses vBulletin and has a "Show Spoiler" button that members can click on to show the spoiler.

It uses a BBcode tag that links to a button.

I hate the spoiler code where you have to drag your mouse over it to read it. I always wind up missing part of the text and wind up having to use Ctrl A to read them. Clicking on something to reveal it is much better.

To use the spoiler tag, type your spoiler and then highlight it by running your mouse cursor over it.

Once all of your spoiler text is highlighted, click the black box in the upper right hand corner of your post.

In the window that pops up, type "Spoiler here" or something along those lines to indicate a spoiler. Click "OK" and the click "submit reply" for your post. Your spoiler should now only show when someone clicks on your spoiler tag in your post

i agree with the others, choosing a mod from a current list of members can be good and bad. good that they are here a lot and know more about the board and it's members than just some person that is brought in to look after the place. but bad because those same people can be influenced or prejudice agianst other members or if they get paranoid they might start banning people that are perfectly good members.

so in the end i think it best not to look for mods in a boards current membership, and if you do you have to make sure you keep an close eye on them and set up a list of ground rules for the mods to follow.
