Hm, I don't think Sisko's costume was reused on anyone but Brooks.

But to be fair, though, Sisko's jacket was slightly different in the beginning. It lacked the red branch-colored stripes on the cuffs (this was also when his commbadge was worn in the purplish-gray--I don't know what else to call that color because it's a mixture of both, IMO--area) and was worn with the collar completely zipped up.

I could see how the cut of that jacket, plus the location of the commbadge, makes Sisko's uniform look bigger, but he only wore that for two episodes before the jacket became like Picard's...

maybe costumes were in flux, and they had a deadline to change it over with FC coming out?

I just assumed the costume designer made a mistake, and they had already made the uniforms by the time they noticed it.

Sisko seemed to have no problem fighting with it on in the episode "Rocks and Shoals". Of course, the battle was on a somewhat hot planet though...

Yeah, but with Picard it's the same size. And plus, I think they just made it a jacket for that particular episode. Either way, there was just too much gray on in nonetheless. Why did it have to be bigger than the inner version?

Nope, it was a jacket in every episode. The decision was made that Sisko would have a jacket just like Picard would as they both were captains. The rest of the cast would have one-piece uniforms.
