It actually wasn't his Enterprise anymore. It was Captain Decker's. The ship had been totally redesigned and Kirk didn't know all the design changes.

Guys, I think pretty much most of us could have found the bloody deflector room if we had to! What, no one here's got Excelsior-class blueprints?

I don't see it that way. Harriman wasn't afrraid of action/combat, he was afraid of looking bad in front of Kirk, a living legend in his mind.
