I don't see that proposed Excelcior design as a Starfleet ship. But I think it would make a good civillian ship design. It would be interesting to see more civillian ships from the Star Trek universe.

On one of the ST Sites I go on, Ex Astris Scientia, it has a ton of different Unknown Star Fleet Ships, that might look well as Civilian Ships.
