Largely, yes.
Even though one could be effective at creating havoc and mayhem with a semi-automatic rifle in a place like a movie theater full of unarmed civilians, one could not truly "assault" a fortified or guarded location with it. That said, it would also be foolish for one person to attempt a one man assault (with only an assault rifle) on such a position. The "assault rifle" is much more effective when an accompanying squad of soldiers is similarly armed.

That's part of why "assault rifles" are called that. They are made for just that purpose....going in and storming guarded positions. Assaulting them.
