Let's categorize the five series into rough and smooth, just for the sake of argument: TOS, DS9, ENT vs. TNG and VOY. Section 31 appears in DS9 and ENT so it might also fit into a TOS story. Wouldn't work too well in TNG as you'd have to pitch Picard against them and it becomes too predictable.

Are you using Firefox and no-script? Because I had to play with that to get it to work.

I use Firefox as my browser but I don't know about the script stuff. I think my laptop is getting aged, it's been giving me problems sometimes while surfing not loading up etc.

I just get a blue background and no content.
