Default Star Trek: the Battle With Alzheimer's

Perhaps it is because I have limited contact with other Trekkies that I do not know whether my inquiry is original or if this is something discussed everywhere.

My question is this: why is every shapeshifter presented as a first encounter throughout the entire series?

I can recall at least twice on TOS show, and then in ST6 Kirk says "I thought you were a myth", and now I just got done with Dauphin and they again encounter a shapeshifter with "we've never seen anything like it."

Am I missing something? Maybe it's the type of shapeshifter? What's the deal?
