Why was there standing water on the Narada? Surely Nero would know that by walking in deep water it's a sure invitation to Athlete's Foot.

Simple trick to give the place an uncomfortable and creepy touch. Nero is crazy so the place has to fit his character.
Now I won't say anything about how simple-minded this is, that the mob loves villains who twirl their mustaches respectively paint evil tattoos on their faces and that I yearn for ordinary Romulans on tidy warbirds .... |

On this I agree 100% with Horatio's comments. Why would there be standing water on a spaceship? It's silly. Unless of course they had bad plumbing and leaky water pipes or something like that. It was simply a gimmick to make the interrogation area look/feel creepy.
