It would also be a rather flawed view for a Trekkie to take as Roddenberry declared things non-canon on a whim apparently (which would possibly mean disregarding their favorite episodes, etc,) plus he hasn't been alive for 20 years to declare anything after that canon or not canon. As his assistant put it, he had very revisionist thinking.
I believe canon is what the property owners deem as canon (or official) technically, which is what most fans interpret it. In other words, what appears on screen is canon. Though some fans have slightly varied interpretations, even as far as including the fan films as canon.
