As was noted above, Picard did his thing and he is a pretty by the book character. In the end, it didn't work out for him either.

Moore, who wrote the episode "Tapestry", explained that Picard was the reverse of Kirk. Kirk started out as a by-the-books officer, and once he became Captain developed more of a rogueish character. Picard was a rogue, then became a by-the-books officer.

Yes, they should.

It would have covered new ground for Trek for the CO and XO to get together, and would have given both characters valuable depth and something interesting to explore.
