Why? The EMH is "gender nutral" because it's not real. It's a representaion of the computer, and outside of "the Doctor" are not supposed to be self aware. It would be like being embarrassed to sit in your PJ's in front of the computer at the webMD site.

I was allways suprised that Stafleet never intituted a "safety lock" on holodecks to prevent people from creating self aware holograms....

Yeah but Zimmeman had one big EGO, and maybe rightfully so, he did create the EMH, so why not use his image, I'd do the same, but then I am very good looking in real life

It's still manifested as a male though.

The Mark I and Mark II were male. Who knows what the Mark III or 4 might be?

The DS9 episode "Dr. Bashir, I presume?" never actually gives us an answer about the LMH Bashir as far as I can remember.
I think it's open to being used in the future if he ever wants to work on a new Star Trek movie

I'd definitely go see that one!

True, the possibility was never 100% negated. (And also true, it would be rather too much of a challenge to create a GE hologram -- so no real difference there.)

What would most likely have happened, however is either (a) Starfleet Medical rejected Bashir as a model; (b) Starfleet Medical wanted to keep Bashir as a model but Zimmerman protested adamantly about this and since it's his programme and the two never really liked each other anyway... or (c) the whole project was abandoned in favour of the EMH Mark II.

Either way, the chances are slim that Dr. Zimmerman would have seen the Bashir-LMH through to full completion.

I'd imagine the whole issue of creating sentient (or potentially sentient) artificial beings will eventually cause a great deal of debate in the Federation. Based on the alternate future shown in Voyager's finale, it's obvious that particular Earth chose to give artificial beings full rights (as they should), since the doctor was married to a human, lol. It's likely the actual timeline will follow suit at some point before the turn of the 25th-century.

After that point, it might be considered immoral to create such a program for the purpose of working on a Starship, when it really should be given a choice as to what profession or whatever it may prefer. Creating a sentient hologram, or android (or any form of AI) would then become more akin to procreation than fashioning a tool.
