Well, speaking as a programmer, no doubt Picard is phrasing his request in a way to provide the fastest possible response time, going from the general ("Tea"), to the specific ("Earl Grey"), to the particular personal way he wants it prepared and presented ("hot").
Interestingly, I was never a tea drinker until a friend gave me a gift of a set of 5 canisters of loose tea from Jackson's of Picadilly. According to the package, they have licensed the actual recipe of Earl Grey tea from the Grey family (and implying that everything else that calls itself "Earl Grey" is a cheap knockoff). Certainly Jackson's is the best Earl Grey I've ever tasted.
